Ben has over 20 years of real estate development experience and a proven track record in all aspects of development with 5,000+ units across California. His specialties include identifying urban infill projects ripe for redevelopment, entitlements for ground-up multifamily, affordable, mixed-use, single-family subdivisions, and unique hillside custom spec home developments.
Ben understands how best to evaluate a preliminary site plan, leverage relationships with key government staff, rally community support from stakeholders, and execute the business plan project timelines. He provides consistent leadership through the entire entitlement process, including negotiations with brokers, sellers, and governmental officials.
A native Jayhawker who earned a Master’s Degree in Urban Planning from the University of Kansas, James began his Land Use career with LA County Dept of Regional Planning. After 10 years promoting through various County Depts, he sought more and moved to the private sector, starting with obtaining Conditional Use Permits for AT&T Cell site locations and eventually growing to take on all residential use entitlements for single and multi-family projects, resolving regulatory challenges and development restrictions for numerous high net worth investor clients.
To continue expanding his professional journey, James has readily accepted this unique opportunity to join the Rocca Development Team.
Erwin Cruz was born and raised in the San Fernando Valley. He graduated from the University of California, Irvine with a Bachelor of Arts degree in Business Economics and Urban Studies in 2018. Erwin’s career began interning as a planning assistant for a small design firm in newport Beach, CA. Before joining Rocca Development, Erwin was an AutoCAD Drafter for a small telelcommunication firm in Rosemead, CA. Erwin plans to pursue his Master’s degree from USC’s Master of Real Estate Development program in the near future.
Kimberly possesses over 20+ years of extensive knowledge and experience in the principles and practices of residential and commercial real estate, project and construction management, sales, leasing, investment analysis, client services and raising capital. Most of her career accomplishments are the result of tenured experience with such firms as CBRE, Cushman & Wakefield, Guggenheim Partners, BIG Shopping Centers USA (TASE:BIG), and Seritage Growth Properties (NYSE: SRG). She comes to Rocca Development with key relationships within the industry. While commercial real estate is clearly her professional passion, Ms. Rino (pr. Reno) is also a mother of four children. Her personal favorite is advocacy for individuals with autism as her second oldest son was diagnosed in 1997 when resources were quite minimal. Kimberly loves being with her kids, running, hiking, involvement in youth sports, as well as inspiring young people to join the commercial real estate industry.
Originally from the Midwest, Alex spent his undergraduate years on the East Coast graduating from Colby College with a degree in Economics. He began his career working for Greenwich Associates before joining the Financial Sponsors Group at J.P. Morgan in New York City. Alex relocated to Los Angeles in 2015 to work for Metropoulos & Company, a family office investing across both the public and private markets. Alex is currently enrolled in the Masters in Construction Management program at USC’s Viterbi School of Engineering.
Governmental, Regulations, Community Attitudes and Market Conditions all affect projects. Some rules are written, others proposed or implied. Rocca Development has the resources, experience, and judgment to research and recommend what will be required.
Often a proposed project is dependent on entitlements. Rocca Development prepares and processes General Plan Amendments, Zone Changes, Conditional Use Permits, Variances, Environmental Assessment Forms, Tentative Tract Maps, Parcel Maps, Lot Line Adjustments, Private Street Maps, and Street Vacations.
Rocca Development processors are in City Hall five days a week to clear conditions, post bonds, obtain clarifications, modifications, and administrative rulings.
Plan Check Coordination
Even your most competent designer may be reduced to frustration and confusion by the bureaucratic maze of clearances and sign offs. Rocca Development has a staff of specialists who deal with these matters on a daily basis. We not only get you through the system in the most efficient manner, but in many cases can obtain informal or administrative rulings that will simplify or improve the project.
Project Coordination / Management
The effort of each team member needs to be coordinated to avoid delay, miscommunication, and duplication. Rocca Development integrates all activities, agencies and consultants into an efficient whole.
